Mr. De La Torre shares a deep connection to Mexico City, the bustling capital that serves as a melting pot of Mexican culture. “I love Mexico City. It’s a very international city and represents all the cultures in Mexico,” he expressed. Mexico City, with its rich cultural diversity, not only attracts foreigners but also has a significant American expat community, with over 300,000 Americans currently living in the city.
This vibrant mix of cultures enhances the city’s unique identity. Raised in Mexico’s public education system, the diplomat is a proud graduate of the National Autonomous University of Mexico (UNAM), where he studied law before embarking on a 25-year career in public service. His path into law and diplomacy was clear from a young age, despite an early interest in other professions such as firefighting and cooking. By the time he reached high school, his passion for law solidified, and he set his sights on representing Mexico on the global stage.
Participating in the prestigious Phillip C. Jessup International Law Moot Court Competition while at university was a defining moment. The competition, held in New York and Philadelphia that year, pitted teams from universities around the world against each other in debates on international law. “We were very proud to represent Mexico, especially winning a debate against an American University,” the diplomat recalled. This experience further cemented his desire to become a diplomat and serve his country abroad.
Embracing the Diplomatic Lifestyle
As a seasoned diplomat, the Consul General has traveled and lived in various countries, each offering a unique experience. He emphasized the importance of adaptability in diplomatic life: “Every place has a different flavor, and you have to understand what each place offers.” Having lived in Dallas with his family for the last eight years, he expresses deep appreciation for the area, particularly for its family-friendly environment, which makes it easier to have a work-life balance. “I am truly blessed to have a wife that understands the life of a diplomat. And as I usually tell my kids, we all work together representing Mexico and finding balance between a 24-hour job and a family. It is very challenging, but I think that over the years I have accomplished it.”
While life as a diplomat varies depending on the stage—single, married without children, or raising a family—the key is to embrace the local culture and focus on building bridges between the host country and Mexico.

To highlight our impact abroad is a personal challenge for me.” The Consulate’s efforts, along with publications and initiatives that focus on the Mexican American community, are helping to ensure that these contributions are recognized and celebrated.

Although the Consul General humbly states that he does not consider himself a role model, he encourages young people to find both inspiration and a sense of purpose in their lives. “My inspiration was my family, and my purpose was to serve my country as a diplomat, representing Mexico around the world,” states Mr. De la Torre.
