A Diplomatic Journey Rooted in Mexico City

Mr. De La Torre shares a deep connection to Mexico City, the bustling capital that serves as a melting pot of Mexican culture. “I love Mexico City. It’s a very international city and represents all the cultures in Mexico,” he expressed. Mexico City, with its rich cultural diversity, not only attracts foreigners but also has a significant American expat community, with over 300,000 Americans currently living in the city.

This vibrant mix of cultures enhances the city’s unique identity. Raised in Mexico’s public education system, the diplomat is a proud graduate of the National Autonomous University of Mexico (UNAM), where he studied law before embarking on a 25-year career in public service. His path into law and diplomacy was clear from a young age, despite an early interest in other professions such as firefighting and cooking. By the time he reached high school, his passion for law solidified, and he set his sights on representing Mexico on the global stage.

Participating in the prestigious Phillip C. Jessup International Law Moot Court Competition while at university was a defining moment. The competition, held in New York and Philadelphia that year, pitted teams from universities around the world against each other in debates on international law. “We were very proud to represent Mexico, especially winning a debate against an American University,” the diplomat recalled. This experience further cemented his desire to become a diplomat and serve his country abroad.

Embracing the Diplomatic Lifestyle

As a seasoned diplomat, the Consul General has traveled and lived in various countries, each offering a unique experience. He emphasized the importance of adaptability in diplomatic life: “Every place has a different flavor, and you have to understand what each place offers.” Having lived in Dallas with his family for the last eight years, he expresses deep appreciation for the area, particularly for its family-friendly environment, which makes it easier to have a work-life balance. “I am truly blessed to have a wife that understands the life of a diplomat. And as I usually tell my kids, we all work together representing Mexico and finding balance between a 24-hour job and a family. It is very challenging, but I think that over the years I have accomplished it.”

While life as a diplomat varies depending on the stage—single, married without children, or raising a family—the key is to embrace the local culture and focus on building bridges between the host country and Mexico.

The Role of the Mexican Consulate

The Mexican Consulate in Dallas serves as a crucial link between Mexico and its citizens living in North Texas. “A consulate is like a small embassy,” states Mr. De la Torre. We provide services to Mexican nationals, focusing on three main areas: documentation, protection, and community affairs.”

In addition to these services, the Consulate works to promote Mexican culture and foster economic and cultural ties between Texas and Mexico. “Texas is Mexico’s number one trade partner, and 35% of all Mexican investments in the U.S. are headquartered in North Texas,” he pointed out. The Consulate also organizes cultural events, from showcasing Frida Kahlo’s artwork to hosting traditional Mexican dance performances and tequila tastings, all to enrich the cultural landscape of the region.

Navigating Legal Issues and Emergencies

For Mexican citizens living in North Texas, encountering legal or medical issues can be daunting. The Consul General emphasized that in case of a natural disaster or emergency, the first step is always to listen to local authorities. The Mexican Consulate is available 24/7 through a hotline for any emergencies or legal assistance.

“We recommend contacting us if you’re in legal trouble or need help with documentation. We’re here to assist,” he stated. The Consulate’s open-door policy ensures that Mexican citizens can access the services they need without unnecessary bureaucracy.

The Dallas Consulate has consistently ranked among the top three consulates in the U.S. for the number of people served, documents issued, and revenue collected for the Mexican government.

The Consulate’s work has been integral to highlighting the contributions of Mexican Americans to the region. “I always tell people to be proud of our skin color and our accents because we are part of what is changing Texas,” the Consul General said. “I am absolutely convinced that we are a hard-working people. To highlight our impact abroad is a personal challenge for me.” The Consulate’s efforts, along with publications and initiatives that focus on the Mexican American community, are helping to ensure that these contributions are recognized and celebrated.

Guidance for Aspiring Diplomats

Although the Consul General humbly states that he does not consider himself a role model, he encourages young people to find both inspiration and a sense of purpose in their lives. “My inspiration was my family, and my purpose was to serve my country as a diplomat, representing Mexico around the world,” states Mr. De la Torre. Representing Mexico around the world, often around the clock—24 hours a day, 365 days a year—has been a profound and driving force throughout his career in diplomacy.
